Changes to support automated General Diagnostic Health Checks

System: Applies to the complete InfoSphere Product Family

We need to be able to automate health checks, but the current ISALite has two limitations that would need to be fixed:
1) You cannot encrypt passwords as input when using the "playback" feature.
2) The HTML report output is not suited for automated analysis.
In the ISALogs directory, there is a SuiteHealthChecker.log which is more suitable for automated ingestion. However, the lack of a test ID field makes comparison more difficult- especially if we want to make a tool that can handle comparing logs from different topologies or product sets.

Ideally, I would like to see a wrapper for the current ISALite tests to which you input a credential file and it would output an xml file with fields for TestID, Pass/Fail, Description, Result Details, Resolution. All of these fields except for the test id are already in the report. A test id would allow for easier tracking of the test. The message ID in the description might work except that I am not sure it is truly unique (i.e. the same description for the same test but in different product areas is a different test)
