On CP4D DataStage NextGen the table actions available for BigQuery connector currently are Append and Replace.
According official docs:

Append creates the table if the table doesn’t exist. If the table already exists, no action is performed. |
Replace |
Replace mode drops the existing table and creates a new table with the existing job design schema. Existing table is dropped only when there is no existing streaming buffer attached to the table. |
Then in a Truncate/Insert scenario the only option is to use Replace.
Often there are several constraints due which the database users assigned to ETL processes has no grant to perform DDL operations, and the Drop/Create implemented by the Replace table action is not admitted.
A more suitable option for this scenario would be represented by a new table action -> Truncate (implementing TRUNCATE TABLE operation) to achieve the same result without needs of drop/re-create the target table on BQ.
Especially in a migration scenario form other databases (e.g. Teradata) the truncate table action of the origin connector should have a corresponding Truncate Table Action in the BQ Connector to reduce the friction of switching between databases and have greater flexibility.
