Allow APT_EXECUTION_MODE = "One process" for production environments

In our tests we found for small PX jobs the execution is sped up by almost 30% if we set APT_EXECUTION_MODE = One process. Since we have 10000 of such small job invocations in aggregate this saves a lot of time and resources. But according to IBM this variable is only for debugging purposes and not meant to be used in production environments. But since this speed up is so dramatic especially for smaller jobs, that only write a few control records I'd love to see IBM supporting this also for production environments.

    default.apt uses 2-node config.
    Especially for those small jobs a single node configuration would be better.
    But even a single-node configuration needs more runtime
    than the same job with APT_EXECUTION_MODE = "One process"
