Eliminate checking registry key "NtfsDisable8dot3NameCreation" from pre-requisites check of IIS installation

We request to eliminate checking registry key "NtfsDisable8dot3NameCreation" from pre-requisites check of IBM Information Server installation.

It is a requirement of IIS installation on a Windows operating system to change the registry key to 0.
However, It is not mandatory change if 8.3 name creation is allowed on all disks with setting the registry key to 1. From this point of view, it is only a workaround to pass pre-requisites check before install.
The change is also required when we apply fix pack to IIS. It means we have to change it even on production environments.

We don't want to change it on every upgrades, so we request to eliminate the registry key check fom pre-requisites check of the installer.
