I got this to work as follows (IIS 11.7.0.2/Db2 11.1.4a).
If you have the Services Tier and Repository Tier on the same server then you need to change 2 Db2 DBM CFG parameters
db2 update dbm cfg using AUTHENTICATION DATA_ENCRYPT
db2 update dbm cfg using SRVCON_AUTH SERVER_ENCRYPT
The default for SRVCON_AUTH is NOT_SPECIFIED which means it uses the value for AUTHENTICATION. This combination didn't work for me but the above does.
The risk in using SRVCON_AUTH SERVER_ENCRYPT is that your data is not encrypted for local Db2 connections.
If you have the Services Tier and Repository Tier on separate servers then you will need to look at configuring the JDBC connections to do this. I can't help you with this although the following will
Here are some links I found useful in configuring my servers to use SSL/TLS 1.2 in addition to the above.
I also have all my servers configured to use Active Directory for security in Db2, IIS and WAS.
After doing the above all my connections to XMETA are SSL.
