Voicegateway tenant config support for vaults

In a multi-tenant setup, currently voicegateway tenant config file is a normal file in which cpd service bearer tokens and credentials for speech-adapters are visible and this file is base-64 encoded in a secret within Openshift.

This does not provide full sense of security as any administrator with the appropriate access could easily decode the tenant config secret and mishandle the credentials or use the bearer token to inject the environment with unwanted requests.

Hence, the proper way for voicegateway to securely handle the access to the credentials is through vaults and not have them visible in a tenant config file encoded as a secret.

Once we have the support for vaults, voicegateway team needs to also test it such that it does not affect the performance of the product in handling 100k calls per day.
