Limitation to user usage

The request comes from an Italian university during portal phase. The goal is to limit token consumption per student, but their main concern is being exposed to attacks from a bot. 

Please note that students access a portal asking about university services without authentication. Anyway,  it should  be possible to identify the conversation session. 

Therefore, they are asking for the ability to set limits on: 

• the maximum number of messages per user, 

• the number of conversations within the same session, 

• and the number of sessions within a given time period (for example, per day). 

It would be advisable to have these limits configurable through specific parameters.
