Inspection-snapshot staffing analyzer

Problem: Inspection records showed one center operating with just 3–4 staff present for up to 24 children across age groups — compliant at the snapshot moment, but thin enough that a single absence could break ratios. Staffing fragility is invisible in a compliance checkbox.

Idea: A watsonx Orchestrate staffing-risk agent that turns inspection staff/child snapshots into a fragility score — how close each classroom was to its ratio limit, and how many absences would break compliance — trending it across inspections so regulators and parents see whether a center runs lean by design or by crisis.

Value: Fragile staffing gets flagged before it becomes a violation; well-run centers get credit for healthy staffing buffers.
