Decoupling the enable bulk import option in workflow step with Allow Import into Step checkbox.

As per the current functionality, bulk import option in the workflow step is enabled only when we select Allow Import into Step checkbox which is available at workflow step level. When this particular checkbox is selected it is enabling '+' button in workflow step for new item creation. But as per the client requirement user should be able to use bulk import option for item update in the workflow step and should restrict new item creation in the step.

    The excel based Import/Export feature allows creation or update of items in Collaboration area or catalog. In collaboration area this option is enabled only for those steps which has import setting enabled, as this is achieved by importing an excel file. At this moment we don't have any demand from other customers for changing this behavior in near future. However we will revisit this in future incase if there is enough interests coming from customer community.
