The project aspect of your question is somewhat irrelevant (a project is part of the CP4D platform and not really a part of MDM itself but rather a launch point for accessing MDM).
The underlying MDM instance is what really matters. But yes, you can load or match AND search in parallel in the same instance - either from the same user or spread across multiple users (one doing load, another doing search, etc).
You will see differences in your searches as records are written to the system as well as while entities are being created (e.g. if data is actively loading/matching and you re-run the same search multiple times subsequent searches may return more data - the data created/added since you last ran the search).
Jobs like load data, matching, and exporting data are serialized in the instance and will not run in parallel (searching is not a job). So performing an export of search results will get queued behind another job if such another job is queued before it (and not yet complete). Note that for export (which is based on a search but IS a job) - the results may differ than what a user initially sees if there is a load or matching job still running before the export starts.
