TAIL to avoid logging fatal transaction

Orange and NedBank (and probably a lot of other customers) do NOT want TAIL (Transaction Audit Information Log) to log failed transactions.

At Orange their TAIL tables are amongst the largest in their database and causes performance and storage issues.

Primarily, the get and search fails with a FATAL when supplied with incorrect data which contributes massively to the number of transactions which get logged by TAIL.

This happens whether TAIL is enabled or not.

So the customer has not means of stopping TAIL from creating megabytes of useless logging.
