Make multitimezone customizable to other timezones as UTC

MDM provides the Multi TimeZone feature. This feature only support UTC as the timezone and you have to enable this feature when you start using MDM, otherwise you have to migrate all datetime fields inside the database when you want to start using this feature.

In a case of a huge amount of data, the migration is going to take hours and as such the system can not be used in between.
If the MTZ would be able to handle different time zones (like CET), you could enable this feature, without a migration, reducing the downtime of the system.
