Support needed to deploy Shiny apps using a custom image

Some packages in R require additional dependencies to install and load the library. For example: odbc driver for RODBC, or GAL/GEOS/PROJ C++ dependencies for many popular geospatial libraries (sf, rgdal, tmaptools etc.). These dependencies can be added to an R runtime using a custom image to be used in Rstudio however there is no support to deploy a Shiny app using a custom image. This greatly limits our ability to deploy Shiny apps on Cloud Pak and also creates a frustrating inconsistency for our users.

To remove this barrier, we need the ability to create a custom image for our shiny server to deploy Shiny apps that may require additional dependencies that are not provided in the default R runtime on Cloud Pak.

Developing an application/service/solution on an IDE like RStudio without being able to deploy that solution makes RStudio on the Cloud-Pak-for-Data platform pointless for some solutions. And until an attempt is made to deploy a given R solution, the developer will not know their development effort was in vain. Thus, I can see RStudio developers and the people paying for a developed solution becoming quickly disenchanted with the platform.
