Inactive User Designation within the UI

Raised on behalf of client: When working with inactive users there are a number of advantages to be able to see when a User select field is populated with a user who has been marked as an inactive user.

We would like to be able to achieve some of the following

1) Have the UI display is a user select field is populated with an inactive user

2) Display at an object level if the object is "owned" by an inactive user. There would need to be the concept of assigning a specific user select field as the "designated owner"

3) Be able to add a secondary filter in grid views when filtering by a user select field (eg) Include / Exclude inactive users

4) Be able to mark the user select fields on an export to excel to show those fields that are user select fields that are populated by an inactive user.
