OpenPages Scheduler - allow client to set max concurrent jobs and display any that are queued.

Currently the system has a hard wired limit of 5 concurrently executing schedule jobs. You can start a sixth one but the system actually queues it to start when one of the others completes.

However, the system does not provide any display to show that the sixth job (and possibly others) are queued. This can result in the user trying to start the sixth job again, which simply queues a further execution instance.

Ideally there should be a client parameter to choose the max concurrent jobs but critically there needs to be a display that shows any queued instances.

There also should be an API to allow monitoring of this queue. When using the API to submit a job that is being queued by the system, you get an error message saying the job was unable to start (but it has been kicked off and queued!)
