The User that 'owns' the filter should be able to see who is using it and delete/change it as required
"Using" users should not be able to change the filter. They should be able to make a new copy that it then theirs and they can do what they want with anything they create/copy.
I don't think the profile should matter. The filter is for a specific object type(s). Any user using that filter may get different results depending on their security permissions (rules/roles etc) but the actual filter should be in tact.
Ideally we want users to be able to self-administer any sharing / using of their private filters so preferably not managing this using groups

We had a couple of questions:
Are we sharing it across users or giving a copy?
Can these users administer these and delete these or they will see all of these shared on their dashboard?
If a user makes a change to theirs do the others see it?
What happens if they have diff profiles?
Would a group association accomodate this?
