Webhooks should create an event when a folder location of a record has changed

It is very often that a record changes its folder path say for example movement of business structure or re allocation of records to a new business unit. For example, lets say I have an Issue record which is in HR, creation of any Actions under that issue may not necessarily be under HR, i.e. it could be in IT, Operations business unit.

Now because after creation of the action record and then subsequent modification of the action record movement to the new business unit does not trigger an event, downstream subscribers don't update their Location/folder attribute as metadata in their application and therefore causes an inconsistency in synchronisation.
