Change Way Editable/Required or Visible/Required Field Dependencies with same Controlling Field work

When a particular field has both an “editable” and a “required” field dependency or a "visible" and a "required" field dependency based upon the same Controlling Field, there is some unusual behavior --- once a value in the dependent field is saved and later it is found that the value in the dependent field needs to be removed and the Controlling Field value changed to a value which makes the dependent field either non-editable or not visible , the value in the dependent field can't be removed. By not being able to remove the dependent field value, this impacts Home Page Filters, Notifications and Reporting.

This enhancement request is to change the way that editable/required or visible/required fields that have the same controlling field work to provide a way that the Dependent Field value can be removed when the value in the Controlling field is changed to a value that makes the dependent field either non-editable or not visible.
