Ability to set the default Locale and Profile value in Add New User Screen

When we add a new user, the Locale selected by default is U.S. English and Profile displays blank.

All our user base will have U.K. English as the Locale value. It will improve usability if we can set U.K. English as the default value for this field.

Same with Profile.
