Handling of Duplicate files being uploaded

When a user uploads a file, that already exists in the same folder path, it performs the upload but with the addition of a (1) after the file name.

e.g. Singapore Attestation 20181231 if uploaded again would become Singapore Attestation 20181231(1)

We think the old UI solution was subtly better, in that it warned you the file already existed, avoiding duplicate uploads

    The above referenced setting must have a value of "true" in your environment.  By updating the value to "false", you will achieve your preferred behavior.
