Bulk Data and File/Link Move should be part of core platform

There are no standard platform delivered tools to bulk move business data, files and link objects. Often data has to be moved on mass to support organisation hierarchy changes, in particular split or merge changes.
Services have to be engaged to custom develop tools to peform this business critical activity. At RBS we have started with a version of a bulk move tool for data and attachments that was done for another client. Whilst the data move largely works OK with minimal change (logging had to be improved), the file/link move utility needed to be changed as it wasn't working properly.
These services tools are not well documented and require many days of chargeable time and effort to get them working properly.
