Ability to filter on the "Last Reported Value" with Parent-Child Relationships in UI and Reporting

We need the ability to filter on the "Last Reported Value" with Parent to multiple Child relationships in both the UI and Cognos Reports.

 

For example, if we have one Metric and multiple KM Value objects, the report, UI filter, or dashboard should pull the "KM Value record that was last reported by the user (based on the Measurement Period and Status = Completed)
