You would think that to be the intent of the View icon, but it instead opens the file in its source application. Also I'd like IBM to note the following when considering this implementation in the future:
Microsoft Office files have all options available (Open Side Panel, Download, Checkout This File, View, and Edit), other files (Text, PDF, etc.) do not have View, and Edit.
Download, View, and Edit basically fulfill the same purpose - opening the file in it's source application. View and Edit could definitely be combined into one option, and per this Guest's suggestion, Preview be another available option.
