Allow privileged Optim users to access any DB connection or workflow created by other users, including archival data.

Currently, Optim users can only access DB connections and workflows they personally created. This creates a dependency on individual accounts and limits team collaboration. The request is to introduce a privilege level, aligned with Optim 11.x role-based access control features, that allows authorized Optim users to access, view, and manage any DB connection or workflow created by other users — including archival data operations. This will reduce bottlenecks, improve team efficiency, and support continuity when team members are unavailable.
