Add Security Admin Role for PAW Administration

To ensure separation of duties for SOX compliance, we need the availability of a separate Security Admin role on PAW which only enables access to the 'Administration/Users and Groups' page to handle subscription and environmental access needs separately than model administration. This would be similar to the existing native TM1 Database 'SecurityAdmin' group. With only a single 'Administrator' role in PAW a security team user when provisioning access could unintentionally stop services or change configuration parameters on the TM1 databases.
