Configure offset of date picker via UseExcelSerialDate

It is great that you implemented the date picker for workspace, but...

When UseExcelSerialDate=F the offset for the date picker is Jan 1st 1900, whereas for date commands like DATE ist is Jan 1st 1960. This should be aligned to be consistent!
