Add option to Cognos Command Center to select plugin/plugin version when importing jobs

For example:

source system: CCC 10.2.4 with TM1 9.5.2 Plugin

target system: CCC 10.2.4 with TM1 10.2.2 Plugin

During an upgrade cycle, if we need to move jobs from the source system to the target system, customers are expected to downgrade the plugin in the target system to match the source system, import the jobs, and then re-upgrade the plugin.

What should be a two minute process turns into a 1 hr+ endeavor (at best) where we are introducing additional risk in corrupting the existing jobs in the target system by repeatedly downgrading and upgrading the plugin and causing an outage (because jobs are essentially useless while the plugin change is being performed).

This issue also persists when upgrading between minor versions of the plugin. If we were to install a new build of the plugin, we must freeze all migrations until the plugin is upgraded in all environments.

Cognos Command Center should prompt the user during import to select which Plugin should be applied to a particular job (similar to how it prompts to select a resource) and perform the plugin upgrade while importing. Customers should not be expected to perform a system wide plugin change in order to move a handful of jobs.

This idea is not under consideration. IBM Cognos Command Center is not actively being developed and the 9.5.2 plugin is planned for deprecation in an upcoming release. IBM strongly recommend migration to the newer TM1 10.2.2.2 plugin.
