This is also the case for PAW Applications.
The number of emails a user receives seems to be related to the number of Application sections that they are set to be a contributor for. This is true whether the user is set as a contributor to multiple Application sections, or if the PAW group(s) that a user belongs to is set as a contributor to multiple Application sections - e.g. User A is part of the PAW Group X, and Group X is a contributor to 10 Application sections, User A currently receives 10 duplicate emails when an announcement is published).
With the current setup, we are advising the model administrators not to use the PAW announcement functionality at all as the user impression when receiving duplicate email is that this is a bug in PAW.
