This sounds like a configuration issue and not a product limitation. It's unlikely that IBM needs to make changes in Workspace to support load balanced TM1Web configurations.
Note that modernized offerings of Planning Analytics (PA SaaS on AWS and CPD PA) address this requirement with a scalable version of the spreadsheet service.
