The problem that we a facing is .dim got read and loaded into tm1 with no error but we were not able to see all the data in the cube, so it looks like "Data Loss", turns out it is broken .dim file that caused this issue.
So what we need is not change tracking as you described, we need to know and receive some information from log file when this occurred.
This idea is not under consideration. Consider using the GIT feature to store dimensions in GIT. This will allow you to determine changes between versions of the dimension and provide the ability to restore a previous version of the dimension.
If the issue being reports is the TM1 database is not adding a log entry in the tm1server.log file when the .dim file cannot be read on startup, that is a defect.
