Enable Role Assignment on the 'Manage Environments' Page within IBM Cloud enviornments

In the Manage Environments page for a user, please add the capability to assign the role in addition to the environment.  Currently the assignment aligns to the role on the primary environment, however for some users we need this to vary by environment.  We should have the capability to do this via a single screen vs needing to go to the separate environments or subsequently creating a user upload csv file.  (See screenshot for example)

    Updated status to 'Planned for future release'. This capability will show up in Planning Analytics Administration in Q3 2024 as part of our work to introduce user capabilities. The planned user capabilities feature requires user to be added to other environments with specific roles. We have already decided to allow roles to be adjusted from the primary environment, as long as the Administration in PAA is also an Administrator in the other environment.
