Ability to download uploaded files from action button in PAW

Action buttons in PAW can be set up to allow users to upload a file to the uploads folder. Once the file has been uploaded, only modelers and administrators can see the file. Other/End users won't be able to see the files they may have uploaded.

Often users will use files to maintain dimension structures and these files would only have iterative changes, aka the may only be a few fields, cells that may be changed in the file between uploads.

It would be great if an action button could be configured to download a file from the model_upload folder so when a user clicks on the action button the file is downloaded.

In order for this to work the files the file name would need to be consistent. Currently the allow file upload button, retains whatever the name of the file was when it was uploaded but if we could have an option to configure the naming on the action button then we could confident with what file to use on the download.

Alternatively if a TI process could use a function to pass the filename for the UI to pick up that would also work.

All of this will reduce workload for administrators and improve self-service capability for end users.

Note that e will not provide direct access to the File Manager for users in Workspace books. We will provide a mechanism that allows the user clicking the action button to retrieve a file that is generated by the TI process that is executed by the button click.

Updated status to future consideration. We are considering how to enable the PAW book action button to support data exports from TI processes.
