Open index endpoint for ODBC Data Connector

The current implementation of the ODBC Data Connector does not expose an open index ("/") endpoint for the API. When using an azure application gateway for routing, the gateway uses a health probe that by default query the index of the underlying service. This health probe fails if if recieves a http response not in range 200-399. In order to validate the stat of the service a health endpoint such as index would be helpful.
