Allow control objects to be migrated via git-hub repository tools

The Remote repository operations provide a useful way of migrating changes from a development environment to a test or production environment. However, it is not currently possible to migrate control objects via the repository actions. This includes Element attribute dimensions and element attribute cubes.

Element attributes are often critical to development as many rules and process are dependent on looking up attributes. Also it is not unusual to have business rules operating on certain attribute cubes.

In V11 this meant that admin/dev users were unlikely to adopt the use of the Remote repository operations as it provided an incomplete solution. Instead admin/dev users would often manually copy the files from the data folder structure either using a remote desktop connection or using an FTP client.

In V12 neither of these options are available. The only native way to copy element attribute dimensions and control cube rules is via a full database backup. Whilst this may be viable for the creation of a new test or production environment, it is not suitable when testing has started, or to an existing production environment as data would be overwritten.

Instead, it would be much simpler if the Remote repository operations allowed the export and import of (most) control objects (with the exception of specific cubes such as }ClientGroups). In V12 there really is no other practical way of promoting changes to attributes.

For clarity, I'm not suggesting that the attribute values themselves i.e. the data should be updated, just the dimensions, and cube structures/rules.
