Select version to upgrade in PAAS and ability to revert to old version

We were asked by IBM support to upgrade to PAAS 12.5.0 to potentially resolve an issue. We have done so and have now run into MULTIPLE bugs in 12.5.0 that is frustrating the client and developers. There is no ability to select which version to upgrade to, it will automatically upgrade to the latest. So in production, we would be happy to upgrade to 12.4.10, but only option is to the latest. Now in DEV where we are on 12.5.0, we want to revert back to 12.4.10. The only solution is to use an already spun up TM1 instance that is available. This is unacceptable as we would have to republish ALL PAW workbooks to match the TM1 database and any personal workbooks would break.
