Default setting for publishing Websheets from PAfE should be "r99_EnableNewPublish" : true

Updating an existing Websheet in Planning Analytics for Excel by default deletes the original Websheet and uploads a new Websheet with the same name. This causes a problem if specific security was set on the Websheet. Deleting the Websheet will cause the security and any other attributes to be removed. We are using a subfolder structure and adjusted file names in the }externals folder, both of which will be lost after deleting the original Websheet. The current "workaround" provided by IBM includes adding a tm1features.json file to every PAfE users' personal folder in order to set the parameter "r99_EnableNewPublish" : true. However, this setting should be the default configuration in order to retain existing security settings, file name and folder structure on a published workbook without the necessity of maintaining a tm1features.json file for every single user.
