Option to stop expansion of first section when opening a PAW application

When a PAW Application is opened, the first Section is automatically expanded. Is it possible to have this collapsed as per the other Sections, or at least have a global/application setting to control this from happening? Many users, particularly those less exposed to PAW, get confused by the noise on the screen, and from a more common user having to continually collapse the first section to see the remainder of sections more clearly. With screen space at a premium, this creates waste which can be better used for experience for the user.
