The function CubeRuleAppend() misses a few logical parts

I observe the following 2 situations for the function CubeRuleAppend.

- When I want to add a rule to a cube, but there is not yet a rules file, PA will create the rules file. This can be done with the function CubeRuleAppend. However, when I want to add a feeder to a cube, but there is not yet a rules file, PA will not create the rules file. It starts from the same function CubeRuleAppend. This seems to me like an oversight.

- When I want to add a feeder to a cube, and now there is already a rules file but not a "Feeders;" section, PA will not create the "Feeders;" section. This seems to me like an oversight as well.

Any workaround that will need to be done using a process, like rule parsing or checking file existence or even more exotic workarounds, all involve extra work and risk and introduce fragility to what seems like a straightforward job (given what the function CubeRuleAppend can already do now).
