Currently in PAW when creating a TI process that uses a file as a data source, you can add files from your local machine or via a UNC/mapped drive.
As PAW is web based, you are not working on the TM1 sever or possibly the environment in which the TM1 server would normally access files e.g. a network share that the TM1 service account has access to.
To create a process without the relevant files means that you need to SFTP the file from the cloud environment, connect to the server etc. etc.
There should be an option to allow you to browse locally or browse from a server perspective.

Set enhancement request to future consideration.
The problem I see with this, is whose security would you use when browsing on the TM1 server.
One item I do, is make a copy of the file with the header and a few rows, then sftp this smaller file to my desktop and use this as the source in PAW. Then in the prolog just redirect the source file to the actual location of the full file on the TM1 server.
Good Luck,
ScottB
