When ProportionSpreadToZeroCells=F allow paste of multiple cells to put zero on a zero consolidation with no error

We have had issues with users entering data on zero rollups and the data being evenly spread to every child, even in intersections that do not make sense. So we were excited when we found out about "ProportionSpreadToZeroCells". It fixed the issue, however after a week we had to turn it back off. One of the issues was a defect with relative proportional spread not working, that has been fixed. The other issues was that multiple users were no longer able to copy and paste large chucks of data. If even a single consolidated intersection was zero and the copied data included a zero in the same intersection it would fail with an error.

We wanted it to throw an error if we tried to put a non zero value into a zero intersection, but not if it was a zero.

This happened when users had seeded a forecast with last year actuals, and then copied the new geo targets on top. Another user had gather forecast data from their team in excel and then was not able to past the values into PAW.

Our Workaround is to turn off "ProportionSpreadToZeroCells" and have people manually checking intersections that should not have values.

The benefit to this change is we are still stopping even spreads from happening, but users can paste in large chucks of data without worrying about zero intersections.

This was effecting 10 or so users in the week we tried to use it.
