PAW: Be able to move elements in dynamic set (with convert to static pop-up)

It is not possible to reorder elements within a dynamic set (which is fine in itself). However if the original intent was not to have a dynamic set (default behavior), we would like to easily be able to re-order them by drag&drop (with the usual discardable pop-up that says “the set is going to be converted to static”). This is already possible when drag&dropping an element in the middle of a dynamic set but that’s not possible do it with an element belonging to the dynamic set.

Changed status to future consideration. Currently, you can achieve the same effect by clicking the 'Convert to static' button and then reordering the members in the static set.
