Impersonation should support admin accounts

Planning Alanytics Rest API supports impersonation of non-admin accounts only. Impersonation should also work for admin accounts.

    The purpose of the request wasn't to enable admin users to impersonate other admin accounts and access or publish private objects but rather to provide a pathway to enablewindows integrated authentication with the REST API. Currently using impersonation we can provide a SSO solution except that it doesn't work for admin users. Allowing admin accounts to be impersonated would close this gap.

    Updated status to 'Future consideration'. This would require an enhancement to the TM1 database. Note that all admins see the same objects except for private objects. This would really only allow access to other admins private objects.
