Display numbers in Thousands or Millions

PAW needs to functionality to scale numbers to display in millions or thousands for displaying numbers in the Exploration mode and displaying numbers on graphs.

There are two work arounds to achieve this type of scaling which are not ideal for different reasons:
1. Use the Element attribute format eg #,;(#), to round to the nearest thousand. The approach works however it lockdowns the display scale which can be inappropriate across other dimensions or other cubes. Eg the scale of millions income account for one company is inappropriate for a smaller subsidiary company who report in thousands.
2. Add a dimension and elements (eg $, $t, $m) to the cubes and associated rules to /1000 and /1000000. The advantage of the approach is it allows the consumer of the dash board to scale by selecting the elements. The downside is the overhead in adding a new dimension and rules to cubes.

Ideally, PAW would have the option to allow the user to select the scale they wanted to see with capability to automatically decide the scale.

The scale would only be applicable for Fixed, Comma, and Currency attribute formats. It does not make sense across the other formats.
