I've closed this idea as 'not under consideration'. There have been significant changes in the Workspace content navigation system that invalidate this idea. These enhancement includes support for direct URLs to folders, improved sorting and searching, and favorites.
We are continuing to enhance the Plans and Application (workflow) capabilities to support better control over the order that plans and applications appear on the PAW home page.
