Allow non Admin users to Publish to PAw

I have a report writing team that is creating and updating reports for PAw that are PAx based.

They are not Admins, so they have to get an Admin to publish for them when they want to update a report.

This is slowing things down. We need the ability to assign a Non-Admin the rights to publish reports up to PAw.

Functionality already exists. A non-admin user can be given WRITE access to an application folder in the TM1 model. This will allow the user to publish the PAfE report to the folder.

@Rebecca, I agree that we should support publishing all content including Websheets to the Workspace content store. This would allow for all non-model content to be managed consistently (security and content lifecycle).

I'd just add that it would be nice if this just followed the same paradigm of shared views from PAFE to Workspace ... allowing users the option to publish books to Workspace folders.
