Kill the pointless vertical scrollbar in Cube viewer

There is a vertical scrollbar in cube viewer that doesn't actually scroll.  The concept of a scrollbar that doesn't scroll makes me say "Huh, huh, huh" and further diminishes PA usability.

    Planning Analytics Workspace will deliver a new Fill space template in the upcoming 2.0.89 release. This template can be used to address the common 'double scrollbar' problem for views and Websheets that are maximized on the book. Views and Websheets that are saved outside of books will use this template in a single tab book by default.

    Set enhancement to 'Planned'. This will be addressed in the new dashboard/book experience in Workspace.
