Support new connection type for watsonx.data and support for Spark engines in it

Future State

Support for new connection type to point to a specific Spark Engine of watsonx.data, either on SaaS or software

Provide users the option to select engines either via instance or via connection, with tools leveraging connection details (endpoints, credentials) to submit workloads like Spark kernels or SQL queries. watsonx.data requires a way to create a connection to access the Spark engines that are hosted on any environment. We would have customers deploy watsonx.data software and use the platform features from their environment, while using the watsonx.data from SaaS.

Current State

Currently, the platform tools discovers watsonx.data engines by querying the API's which return a list of engines that has access to within the same cloud region or CP4D in the case of SaaS and SW respectively. This does not extend to multi cloud or multi-data center or hybrid workloads.

With BYOC not currently supported we need to have a way to connect to a Spark engine.
