Control passphrase case sensitivity

Today passphrase or password input is set to uppercase characters or not dependent on profile option CASE. When this option is set to UPPER, then all lowercase characters are converted to uppercase. This leads to failed logons and in the end to revoked user accounts.

Nearly all of our users use the CASE option with UPPER to get all query input converted to uppercase characters conveniently and are running into the problem explained before when they must reconnect in order to select data from a remote location after the idle thread timeout threshold applies. 

Please provide the ability to control whether passphrase input is converted to uppercase characters or not. Maybe by da global variable or something like that.
