Allow Investigation on non-API-enabled Instances

There are many occasions when a review of the data is required to troubleshoot, verify, or perform general research. Due to the way that Safer Payments replicates transaction activity there are many situations when the data will be different, so it is imperative to research each instance's version of the data to understand how the cluster is performing as a whole.

This is challenged by the fact that API enablement is controlled by health checks to ensure client access at all times. Flipping the API to another instance to research an issue creates client impacts by kicking them out of the API-enabled instance and onto a new instance.
