Allow for all Action Usage at Merge

It would be beneficial is we could update more than just inputs at the time of Merge. Having the ability to reference all possible actions would provide more flexibility and allow for quicker usage of data. There are payloads that along with updating inputs it would be helpful to be able to update and item such as Masterdata. If we could use the Action that would allow us to update Masterdata we could utilize that information on the next transaction that index value comes into the system and not have to wait till the next transaction to update masterdata. An example would be when a fraud update is ingested it would be nice to update a Fraud Flag Masterdata element so that flag can be used in Counters for the next transaction the consumer submits.
